TURN COMPOSITION

Action Phase
  • Build a city (10 EP)
  • Train an army or build a fortification improvement (10 WP)
  • Train a priest or build a monument improvement (20 CP)
  • Give a tribute to another nation (PP, EP, CP, or WP; up to Spend Limit)
  • Surrender cities to another nation (monumental cities are changed into regular cities)
  • Make a trade agreement (5 EP)
  • Move an army or priest 1 square
  • Attack an army, priest, city or capital
  • Attempt conversion on an army, priest, city, or capital
Issue Phase
  • Address an issue 
Allocation Phase
  • Allocate your population points to 'Culture', 'Economy', and/or 'Warfare', up to the current Spend Limit.

Note1: With an army or priest you can either move or attack/ convert. Not both.
Note2: You may choose to do nothing during the Action Phase, and during the Allocation Phase. I do expect you to deal with the issues each turn.
Note3: Write down your actions regarding each phase clearly. If I am uncertain about an action of yours, or if it's against the rules, I ignore the entire item. If, for instance, you want to spend 10 points on culture, but only have 5 points available, I do not allocate any points.
Note5: Take into account other player's actions. If they have higher initiative, they act first.

  1. I have a question: Since the allocation phase comes after the Action phase does this mean I have to allocate 10 resources to Economy on Turn X to be able to build a city on Turn X+1? Or can I allocate and spend them in the same turn?
    And I am guessing the spend limit is the maximum amount one can spend on 1 of the 3 resources in 1 turn, not the maximum amount that can be spent on all 3 resources in 1 turn. Am I guessing this correctly?

  2. The points you allocate in turn X can be used from turn X +1. This means that you cannot build anything the first turn.

    Indeed. That limit is per area (military/ culture/ economy). If your spend limit is 10, you can spend up to 30 points in your areas (10 in each) and up to 10X points on tributes (where X is the number of nations minus your nation).
